This is one of those where just because it's a good story, it doesn't mean it's true. A thoughtful follow-up piece in the Guardian explains:

I asked Gloucestershire Constabulary why they issued the human rights claim. "That certainly didn't come from this office," a police spokesman told me. "What happened was nothing to do with the Human Rights Act. It was a negotiation. He said he would come down if we gave him food and drink."

I’m waiting for the man’s lawsuit alleging that his health problems were caused by the fried chicken and cigarettes given to him by the police. I mean, if we’re going to respect his human rights, we have to respect all of them, right?
