		<description>Ms. Menceimer seems to have missed one of the basics in picking where you will live, which any lawyer should know: never, never buy a house next to a commercially zoned property. She does say that her city &quot;doesn&#039;t regulate&quot; kennels, which, if true, is incredible. Maybe a special permit is not required for a kennel, but it is a commercial use. I must conclude that either the zoning code for D.C. allows a property owner to do anything, anywhere, or Ms.Menceimer missed something big when she purchased.
