Eh, if there are off-shore accounts they were almost certainly set up in a country that does not recognize U.S. civil jurisdiction. This is actually an effective and legal way to deal with potential liability, just house your assets out of the reach of the greedy lawyers.
Its true that once the assets are in the country that doesn’t recognize US civil jurisdiction you can’t force the money to be transfered, but aren’t there criminal penalties for trying to avoid civil penalties in this manner?
