I suspect somebody has a exaggerated sense of his own importance. Oregon government is heading for a shake-up.
What should be more rightly in the public domain than the laws we must abide by, the laws written by our own representatives. I realize they are attempting to protect not the text of the law but the indexing and annotations, but without the indexing tools it is impossible to know what the law is. After all, governments churn out laws and regulations by the truckload.
