There is a big difference between interior design and interior decorating.

Interior decorating is what was described by the article, choose paint colors and rearranging furniture, choosing upholstery, lamps, etc.

Interior Design has an architectural component and can include structural changes. Because of this, licensing of an Interior Designer, like licensing of an architect, is warranted.

I agree with kimsch but then again there will always be controversy on what really is interior design and interior decorating and etc. there are many different perspectives and not everyone will agree wether we be correct or not.

so there is no use in arguing the issue but no one said it was wrong to state opinions :)
