The principal probably thinks banning all physical contact is of little consequence to the lives of his students, but he is evidently unaware of "The Power of Small," the idea that seemingly small actions can have major consequences. He thinks he's preserving the safety of the students. True, there may be more safety, but he hasn't considered the other more significant result of this. He is teaching the students to fear even the slightest brush against each other, essentially atomizing them.
