I guess Grasshopper by Barbara Vine must be his favorite book. How do they enforce the order that bans him from rooftops? Also, if the police are liable for any injury sustained by a fugitive, do they refuse to chase anyone who flees from them? Finally have the British gone totally bonkers?

I’ll stick with the notion that putting criminals IN jail works much better them politely to behave or else, uuuhhh… or else we’ll ask you nicely again.
