If somebody with a little expertise had been consulted, I suspect that the city could have kept its Facebook page while avoiding the legal problems. It is possible to set up a page so that only administrators can post on it. If only someone in the city’s PR office can post, the problems with commenters and city councilors disappear. Of course, this may eliminate desired functionality, but it still allows the page to be used to post information about events etc.
