There is a word for what they are doing – the word is stealing. If a bank mistakenly adds money to your account and you decide to “take the money and run”, when they discover the error you will be charged with theft. That is exactly what should happen to the person that instituted this policy.

Show me any government agency that doesn’t act that way…
This isn’t a North Carolina problem. This is a nationwide problem. Speed traps. Building codes. Tax stickers. Parking tickets. There are myriad abusive fines and violations that exist solely to pick the pockets of the unwary or mildly irresponsible a.k.a. suckers.
