House passes med-mal limits

Which of course will die in the Senate as usual [TortsProf] I discussed the federalism problems with this class of bills last year.

The Senate would be happy to pass a medical malpractice reform bill, as soon as the House agrees to require every patient to purchase no-fault medical malpractice insurance.
