While the decision was about employee turnover, from the Ford website -
“Henry Ford had reasoned that since it was now possible to build inexpensive cars in volume, more of them could be sold if employees could afford to buy them. “

No one ever denied that the Ford company itself might eventually have helped spread the myth (which could sometimes have proved helpful to its corporate image).
