Panish, Timothy J. Wheeler and Geoffrey S. Wells are the City of Santa Monica; “the company that oversees the market, a farmers association, Los Angeles County’s agricultural commissioner and the state of California”; and General Motors. Oh, yes, and the actual driver, 88-year-old George Russell Weller; almost forgot him.
