Ted: The Disciplinary Counsel (DC) claims to be a prosecutor with the immunity and discretion of such.
What is he? Does the 11th Amendment prohibiting lawsuits against the States apply to the DC? Is he an employee of the state Supreme Court?
If he gets his paycheck from a private source, does the 11th Amendment still apply?
