Are they back dooring after the homeless who “borrow” carts to lug their stufff around?
This seems to follow the same logic as “broken window” policies, but with a greater financial burden.
I’m not sur where that leaves me, as “broken windows” policies hav clearly worked in a large majority of cases.

this is not new, ask any store owner or landlord in NY what happens when someone dumps trash out their window and leaves it on the street. The owner of the building gets fined. No matter where the trash came from…
