A Chicago alderman complained that the racy billboard had been put up without a proper permit and a building inspector took it down, but not before it yielded a “dramatic” increase in calls to the law firm that placed it. (NBC San Diego, May 9; see May 8).

If I were the law firm I would look for other illegal billboards with less contraversal content and complain about them. The city will either have to remove them as well, or will face a lawsuit for content-sensitive enforcement.
The permit process had better be about structural standards and maybe view obscuration and not about content…
