First, a small correction. Firearms permits are issued by the federal government, not by the provinces. The focus of the story happens to live in Quebec, but there is no such thing as a Quebec gun permit.
This may be a case of going a bit too far for perfectly valid reasons. I don’t recall any questions about romantic breakups when I obtained my firearms permit, but I do recall there being a question about whether I had been treated for any psychological disorder within the past N years. It does seem reasonable to look into whether someone is mentally stable. I suspect that the questions about romantic breakup are an attempt to identify people who may be angry or depressed. Of course, it is an open question whether the people one really doesn’t want to obtain a firearms permit will answer these questions truthfully.
