I guess the other 60% are part of the corruption and make a nice income out of it…
I like that they lump USA and Canada together in a couple of spots, to average 20%. Well, the Canadian response was 0% thought corruption to be a problem. (Though the sample size was awfully small).
The two systems are so different, other than geography there’s no reason they should be lumped together.
