This isn’t so much about over regulation as it is about corruption. Now, maybe the regulations are there to facilitate corruption but it still boils down to a corrupt system rather than an over regulated one. Hitting the owners with a fine the day after the city tears up the sidewalk they were permitted to use has nothing to do with regulation.
