Perhaps they do so on the theory that businesses are an attractive nuisance that needs to bear the cost of its own protection.
Never mind that these businesses that the city will inevitably drive out are the principal source of revenue for the city government. The police can run a ‘forfeiture’ ring for a while for additional revenue, but very quickly anything worth forfeiting is leaving the city.
