    What’s to figure? Trump is an imbecile. He doesn’t know and he doesn’t care what the law says.

  • “Hire American” doesn’t seem to be problematic. Certainly, POTUS gets to be hortatory in an EO–and “Hire American” probably wouldn’t exclude lawful resident aliens etc.
