From the latter: “Even the best-trained and most responsible federal agents — and I mean this with the utmost respect — tend to act like coked-up raccoons when you turn them loose with a search warrant.”

If they indeed act like “coked-up raccoons”, why do they deserve “the utmost respect”?
There might have been a joke or two going on there.
I have that section posted on my wall. Whenever I have a bad day, I look at the “coked-up raccoons” and “Look, just grab everything with a ‘q’ in it.” and I invariably smile.
He does have a way with words….
