The process is the punishment. CPS isn’t blameless here—it should have been immediately obvious that the charge was bogus, and the woman should have been able to tell CPS “get a warrant” with respect to the home visit.
As for the cop–apparently, there aren’t enough real crimes in that jurisdiction, so perhaps a budget cut is in order.
