“scolds”–how about contempt?
So, the cities will now attempt to argue that operating on reports issued by other individuals, they sold petroleum products, creating a public nuisance, id est global warming.
Since those reports were publicly available, did not the cities and buyers bear responsibility in buying those products, since they are now deemed to have known or should have known, etc. etc.?
