The biggest reason not to do this is the 23rd Amendment. If DC shrinks to a small area containing only or mostly government buildings, then the families of the President and Vice President will control their own “pocket borough” with 3 electoral votes.
jdgalt: I doubt there would be much opposition to revoking the 23rd once the land was retroceded.
At least not from the opposing party of the President! And it would be hard for a party to oppose this without looking like they we doing it for purely partisan reasons.
